The Department of Interior's Office of the Secretary (OS) initiated a data management workgroup in 2018 to address inconsistent financial data structures that were hindering effective reporting and dashboarding. Co-sponsored by the Acting OS Budget Officer and IBC's Associate Director for Enterprise Management, the workgroup aimed to standardize FBMS data structures across all OS appropriations to enable better monitoring of revenue and expenses. This initiative was prompted by issues experienced at the Interior Business Center, where one business line ended FY 2017 with costs exceeding revenue, exposing weaknesses in the existing financial reporting system's ability to identify revenue shortfalls early.
The workgroup established objectives focused on increasing financial transparency, creating consistent frameworks, reducing reconciliation time, and documenting best practices. With milestones spanning April to September 2018, the team planned to deliver recommendations to the OS Working Capital Fund Administrator by June 30, complete FBMS Master Data updates by July 31, establish crosswalk tables for Budget Execution Reporting Tool by August 31, and implement new reports by September 30. Despite the aggressive timeline during a presidential transition year, the initiative leveraged existing collaboration across OS while acknowledging risks related to data management and documentation.
